AGMARK (Agricultural Marketing Network)

  Marketing extension is a continuous process to disseminate all relevant information to the farmers, traders and consumers about various measures taken for improvement of marketing system so that they may all derive the benefits flowing from such measures. During the Third Five Year Plan, a small extension cell was set up in the Directorate of Marketing & Inspection (DMI). The Directorate undertakes extension and publicity activities to educate producers, traders and consumers. Agmark quality programmes as well as improvements in marketing practices and procedures are given wide publicity through mass media. The information is disseminated through documentaries, cinema slides, printed literatures, exhibitions, conferences, seminars and workshops. The DMI headed by the Agricultural Marketing Advisor, Department of Agriculture and Co-operation (DAC) implements agricultural marketing policies & programmes of the Government of India.

The Directorate of Marketing and Inspection (DMI) is an attached Office of the Ministry of Agriculture. It was set up in the year 1935 to implement the agricultural marketing policies and programmes of the Central Government. Since its very inception, the Directorate continues to be responsible for bringing about an integrated development of marketing of agricultural and allied produce in the country with a view to safeguard the interests of producer-sellers as well as the consumers. It maintains a close liaison between the Central and the State Governments in the implementation of agricultural marketing policies in the country.

Organisational Set-up: The Directorate is headed by the Agricultural Marketing Adviser to the Govt. of India (AMA). The Directorate has its Head Office at Faridabad (Haryana), Branch Head Office at Nagpur (Maharashtra) and 11 Regional Offices at Delhi, Mumbai, Chennai, Kolkata, Hyderabad, Chandigarh, Jaipur, Lucknow, Bhopal, Kochi and Guwahati and the Central Agmark Laboratory at Nagpur. Besides, there are 26 Sub-Offices, 16 Regional Agmark Laboratories (RALs) spread all over the country.

AGMARK
(Agricultural Marketing)

Agmark products are free from adulteration and conform to the scientifically laid down principles of purity. It ensures consumer protection.

Each batch of Agmark products is pre-tested for quality in well-equipped lab by quality control and specially trained chemist.

Agmark products are always packed in Food grade material never to be sold loose.

Agmark products bear Agmark label or replica as an identification mark, date of manufacturing and expiry period.

Free of cost replacement provided in the rules if Agmark products are found not conforming to the quality standards.

They are not mandatory, any body can use them.

These are prepared by either Bureau of Indian Standards or Agricultural Marketing (ICAE).

            Irrigation & Water ways

       Most of the rivers in Cooch Behar district take off from Bhutan Hills and flow through alluvial plains of CoB (Cooch Behar). During flood the rivers carry tremendous amount of silt charge thus building up its slope by depositing the silt on its bed and therefore tends to increase the width of river. During the process, one bank is thus attacked more than other, causing slight deviation of flow. The process continues with more & more vigour, causing more & more flow towards the former bank and forming shoals along the latter, thus accentuating the curvature of flow and finally producing meanders in its wake. therefore, concave bank goes on eroding and convex bank goes on silting.

       The river bank erosion due to meandering of rivers is the main problem of CoB district. The meandering causes the rivers to leave their original courses, force them to flow along concave bank and thus devastating vast area of land, villages and affecting important & valuable nearby structures such as bridges, railway lines, roads, buildings.

       To check the bank erosion on concave side, boulder pitching with apron is generally used in the rivers of CoB district. In this way about 40 km length of boulder pitching had already been constructed in different rivers at vulnerable zones which suffered from tremendous bank erosion.

       To check the floods, about 143 Km embankment had also been constructed to protect the important villages, Tufanganj town, Mathabhanga town and Cooch Behar town in addition to 82 numbers of spurs constructed to divert the river flow away from effected river banks.

       There is no surface irrigation facility created by this Division in the CoB district as the river condition is not found favourable to surface irrigation. However, the Cooch Behar district is taken under the command area of Teesta Barrage Project.

            Status of Agri-Irrigation Division

       Agri-irrigation wing of W.I. & D. Department is entrusted with the works of installation of Minor Irrigation Scheme, which includes  (i) deep/heavy duty tube well (D.T.W/H.D.T.W),  (ii) medium deep tube well (M.D.T.W),  (iii) shallow tube well (S.T.W), etc. after extracting ground water and also operation & maintenance of D.T.W and State-owned shallow tube well (S.O.S.T.W) for irrigation.

       M.I. Schemes (Minor Irrigation) of Agri-irrigation Department provides irrigation to an area of 7,950 hectares. Present status of M.I. Schemes of this wing and their achievement of area coverage in irrigation in the District of Cooch Behar is furnished in Table I, II & III below. Sixteen Mini R.L.I. of Agri-Mechanical wing and 139 S.T.W. of Agriculture Department as stated above are not furnished in these following tables :-

     Cooch Behar Agri-Mech. Division, parented to Water Investigation & Development Department (WI & D Dept.), with two sub-divisions with headquarters at Cooch Behar and Mathabhanga maintains RLI & Mini RLI.

A.

 Total RLI - 24.5 H.P. : 103 nos. with coverage of 80 hactares
Electrified - 5 H.P. : 44 nos. with coverage of 20 hactares
Mini RLI : 145 + 33 = 178 nos.

Mini RLI scheme having 20 hac. command area has been handed over to concerned Prodhan of the Gram Panchayat. Subsequently the utilization right is being handed over to the beneficiary committee constituted legally for operation and maintenance.

    The following Mini RLI Schemes have been installed under different work programmes as indicated :-

145 Mini RLI Schemes have been installed under RIDF - II and subsequently handed over to concerned Gram Panchayat.

2.
